Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are conducted: hopeful statements are delivered from different nations. Significant resources is expended on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, protecting urban areas from devastation and further power outages.
Persistent Threats
Following this, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until situations evolve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
